December 5, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on
Tuesday, December 5, 2006 at 8:00 P.M.
The following members were present: David M. Crawford, President; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First Ward; Barry Keller, Second Ward; Anne Bella Canan, Third Ward; and Linda M. Chancey, Clerk. Absent: Bill Bangert, Fourth Ward

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of November 21, 2006 are filed as recorded.

Bell expressed regrets on the terminology used at the last safety meeting. He cited the frustration of listening to the safety forces chiefs expressing the concerns they have with the reduced forces in the city.

Louis McFarland, Public Service Director explained how the regular and delinquent notice water bills are sent from the water department for the designated times frames.

Keller motioned to accept the correspondences and to place them on file. Klitzka second. All Yeas

ORDINANCES FOR SECOND READING
An Ordinance To Provide For Expenditures In All Funds For The Calendar Year 2007 For The City Of Circleville. Keller stated this was reviewed by the finance committee and council members. This is the proposed city budget for 2007. The grant total is $24 mil. Keller motioned to hold for a third reading. Bell seconded. Roll call. Motion carried. Ordinance will be held for a third reading on December 19, 2006.

An Ordinance Authorizing The Director Of Public Safety To Advertise For Bids And Enter Into A Contract With The Lowest And Best Bidder For The Purchase Or Lease Of Two Uniformly Marked Safety Vehicles For The Department Of Public Safety, Division Of Police, Or To Utilize The State Co-Op Direct Contracting Program, Whichever Is The Most Lucrative Purchase, And Declaring An Emergency. Bell stated this was reviewed by the safety committee with a recommendation for passage. This will allow the purchase of two police cruisers. Bell motioned to suspend the rules. Bensonhaver seconded. Roll call. Rules are suspended. Bell motioned for passage. Klitzka seconded. Roll call. Ordinance passed and was assigned # 12-76-2006.

An Ordinance Authorizing And Directing The Mayor And/Or Director Of Public Service To Apply For And Accept CDBG FY2007 Formula Funds And Related Community Distress Grant Funds From The State Of Ohio For The City Of Circleville. Bensonhaver stated this was reviewed by the judicial committee with a recommendation for passage. This gives the public service director authorization to apply for the CDBG grant funds for the fiscal year 2007. Bensonhaver motioned to suspend the rules. Keller seconded. Roll call. Rules are suspended. Bensonhaver motioned for passage. Klitzka seconded. Roll call. Ordinance passes and was assigned # 12-77-2006.

An Ordinance Approving The Editing And Inclusion Of Certain Ordinances As Parts Of The Various Component
Codes Of The Codified Ordinances Of Circleville, Ohio, And Declaring An Emergency. Bensonhaver stated this was
reviewed by the judicial committee with a recommendation for passage. This is a routine ordinance editing and codifying certain
laws into the city codes. Bensonhaver motioned to suspend the rules. Martin seconded. Roll call. Rules are suspended.
Bensonhaver motioned for passage. Bell seconded. Roll call. Ordinance passes and was assigned # 12-78-2006.

An Ordinance Authorizing The Mayor Of The City Of Circleville To Enter Into A Contract With Info-Link Technologies,
INC. To Provide Information Technology Assistance And Support Services To The Various City Departments,
Obviating Formal Bidding And Advertising An Declaring An Emergency. Klitzka stated this was reviewed by the
Long Range committee and recommended for passage. This is to upgrade the information technology with the voice over
IP telephone system the city is currently using. Police Chief Gray stated that this system will provided IT services to the entire department with the exception of the court system. Klitzka motioned to suspend the rules. Bensonhaver seconded. Roll call.
Rules are suspended. Bensonhaver motioned for passage. Klitzka seconded. Roll call.
Ordinance passes and was assigned # 12-79-2006.

Bensonhaver motioned to excuse Bill Bangert from council meeting Martin seconded. All Yeas.

Martin motioned to adjourn the meeting at 8:58. Bensonhaver seconded. All Yeas
