Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on
Tuesday, November 21, 2006 at 8:00 P.M.
The following members were present: David M. Crawford, President;; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First Ward ; Anne Bella Canan, Third Ward; Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk. Absent: Bruce Bell, At Large and Barry Keller, Second Ward

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of November 7, 2006 are filed as recorded.

„«     A memo form Municipal Court Judge John Adkins, dated 11-16-2006 updating council on security camera replacement, paperless citations, storage and records.
„«     A notice from the Ohio Bureau of Liquor Control to notify council members that all permits to sell alcoholic beverages in your political subdivision will expire on February 1, 2007.
Martin motioned to accept the correspondence and to place them on file. Bensonhaver second. All Yeas.

ORDINANCES FOR FIRST READING
An Ordinance To Provide For Expenditures In All Funds For The Calendar Year 2007 For The City Of Circleville. This was reviewed by the finance committee. Bensonhaver motioned to hold for a second reading. Klitzka seconded. Roll call. Motion carried. Ordinance will be held for a second reading on December 5, 2006.

An Ordinance Authorizing The Director Of Public Safety To Advertise For Bids And Enter Into A Contract With The Lowest And Best Bidder For The Purchase Or Lease Of Two Uniformly Marked Safety Vehicles For The Department Of Public Safety, Division Of Police, Or To Utilize The State Co-Op Direct Contracting Program, Whichever Is The Most Lucrative Purchase, And Declaring An Emergency. Martin stated this was reviewed by the safety committee with a recommendation for passage. This will allow the purchase of two police cruisers. Martin motioned to hold for a second reading. Canan seconded. Roll call. Motion carried.
Ordinance will be held for a second reading on December 5th.

An Ordinance Authorizing And Directing The Mayor And/Or Director Of Public Service To Apply For And Accept CDBG FY2007 Formula Funds And Related Community Distress Grant Funds From The State Of Ohio For The City Of Circleville. Bensonhaver stated this was reviewed by the judicial committee with a recommendation for passage. This gives the public service director authorization to apply for the CDBG grant funds for the fiscal year 2007 for community distress monies. Bensonhaver motioned to hold for a second reading. Canan seconded. Roll call. Motioned carried.
Ordinance will be held for a second reading on December 5th.

An Ordinance Approving The Editing And Inclusion Of Certain Ordinances As Parts Of The Various Component Codes Of The Codified Ordinances Of Circleville, Ohio, And Declaring An Emergency.
Bensonhaver stated this was reviewed by the judicial committee with a recommendation for passage. This is a routine ordinance editing and codifying certain laws into the city codes. Bensonhaver motioned to hold for a second reading. Canan seconded. Roll call. Motion carried.
Ordinance will be held for a second reading on December 5th.

An Ordinance Authorizing The Mayor Of The City Of Circleville To Enter Into A Contract With Info-Link Technologies, INC. To Provide Information Technology Assistance And Support Services To The Various City Departments, Obviating Formal Bidding And Advertising An Declaring An Emergency. Canan stated this was reviewed by the Long Range committee and recommended for passage. This is to upgrade the information technology with the voice over IP telephone system the city is currently using. Info-Link will supply support services that are necessary to operate the computers and the wireless network system in the city. Canan motioned to hold for a second reading. Klitzka seconded. Roll call. Motion carried. Ordinance will be held for a second reading on December 5th.

Bensonhaver motioned to excuse Bruce Bell from council meeting. Martin seconded. All Yeas
Bensonhaver motioned to excuse Barry Keller from council meeting Martin seconded. All Yeas.

Bangert motioned to adjourn the meeting at 8:18. Martin seconded. All Yeas
