October 3, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on
Tuesday, October 3, 2006 at 8:00 P.M.
The following members were present: David M. Crawford, President; Bruce Bell, At Large; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First Ward ; Barry Keller, Second Ward; Anne Bella Canan, Third Ward; Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk.

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of September 19, 2006 are filed as recorded.

Bensonhaver read a statement about an ordinance that was passed by council. This is not a safety tax ordinance but a credit for tax ordinance; this is to collect money for all the city’s services.

A memo from the Mayor’s office, dated September 21, stating that Mr. Durk Peters has been re-appointed to serve on the Circleville Building Advisory Board.
Bensonhaver motioned to accept the correspondence and to place it on file. Martin seconded. All Yeas.

Ordinances for First Reading
An Ordinance Authorizing The Mayor Of The City Of Circleville To Enter Into A Contract With Pickaway Progress Partnership To Provide Economic Development Services To The City. Canan stated this was reviewed by the Long Range committee meeting. It is the city shared dollars to support the P 3 Economic Development endeavor. It is $39,000 which is an increase of $9,000 dollars. The reason for the increase is the desire to raise for money for attracting developers and creating new jobs for the community. This increase amounts to $3.00 per person for the total number of residents in the city and will be an investment. The increase is a budgeted amount which will begin in 2007.
In response to Bensonhaver’s question about the other entities in the county and what their shared amount is, Nate Green, Economic Development for the city and Director of Pickaway Progress Partnership, stated there has not been any formal legislation on this by the county.
Canan motioned to suspend the rules. Klitzka seconded. 5 Yeas (Bell, Canan, Keller, Klitzka and Bangert) 2 Nays (Bensonhaver, Martin) Ordinance will be held for a second reading on October 17th.

An Ordinance Authorizing The Mayor Of The City Of Circleville To Enter Into A Lease With The Pick-A-Fay Joint District For The Lease Of Certain Self-Contained Breathing Apparatus. Bensonhaver stated this was reviewed by the judicial committee and was recommended for passage. This is an agreement with the Pic-A-Fay joint fire district to lease the 12 sets of self contained breathing apparatus. The city received a federal grant to purchase new ones. Bensonhaver motioned to suspend the rules. Martin seconded. Roll call.
Rules are suspended. Bensonhaver motioned for passage. Bell seconded. Roll call.
Ordinances passes and was assigned # 10-66-2006

An Ordinance Authorizing The Mayor Of The City Of Circleville To Enter Into A Contract With Stepping Stones, Pickaway County Visitation Center, For The Lease Of A Portion Of 1220 South Court Street, Formerly Occupied By The Circleville Building Department. Bensonhaver stated this was reviewed by the judicial committee and was recommended for passage. This is renewing a lease agreement with Stepping Stones Organization that works with Jobs and Family Services and the court system.
Bensonhaver motioned to suspend the rules. Klitzka seconded. Roll call. Rules are suspended.
Keller motioned for passage. Bensonhaver seconded. Roll call.
Ordinance passes and was assigned # 10-67-2006.

Bangert motioned to adjourn the meeting at 8:23 pm
