Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on
Tuesday, September 5, 2006 at 8:00 P.M.
The following members were present: David M. Crawford, President; Bruce Bell, At Large; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First Ward ; Barry Keller, Second Ward; Anne Bella Canan, Third Ward; Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk.

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of September 5, 2006 are filed as recorded.

The City Auditor announced that the 2004 and 2005 finance and revenue presentation (power point) given to council members on the city’s financial situation is available on the city website http://www.ci.circleville.oh.us

ORDINANCES & RESOLUTION FOR FIRST READING
An Ordinance Authorizing The Director Of Public Safety Pursuant To Ohio Revised Code Section 735.051 To Enter Into A Contract To Purchase Software And Hardware To Be Used For Recording Incoming Phone Calls Including 911 Phone Calls And 800 MHz Radio Traffic At The Police Department And Declaring An Emergency. Bell stated this was reviewed by the safety committee and was recommended for passage. The current system for recording calls in the police department is out of date. This recording system will be current for 7 to 10yrs for incoming calls into the police dispatcher department.
Bell motioned to suspend the rules. Canan seconded. Roll call. Rules are suspended.

An Ordinance Authorizing The Director Of Public Safety For The City Of Circleville, Ohio, To Advertise For Bids And Enter Into A Contract For The Purchase Of Fuel For The Department Of Public Safety, Division Of Police, Division Of Fire & Emergency Medical Services And The Municipal Court Of The City Of Circleville, For The Calendar Year 2007. Bell stated this was reviewed by the safety committee and was recommended for passage. This is a routine ordinance for fuel for the for city safety vehicles.
Bell motioned to suspend the rules. Klitzka seconded. Roll call. Rules are suspended.
Bell motioned for passage. Keller seconded. Roll call. Ordinance passes and was assigned #09-61-2006

An Ordinance Authorizing The Police Chief To Enter Into A Contract With Info-Link Technologies, INC. To Provide Information Technology Assistance And Support Services To The Police Department, Obviating Formal Bidding And Advertising And Declaring An Emergency. Bell stated this was reviewed by the safety committee and was recommended for passage. Police Chief Gray explained this is grant dollars from the State for the installation of wireless laptops in the police cruisers.
Bell motioned to suspend the rules. Keller seconded. Roll call. Rules are suspended. Bell motioned for passage. Martin seconded. Roll call. Ordinance passes and was assigned #09-62-2006

An Ordinance Authorizing The Director Of Public Safety For The City Of Circleville To Enter Into A Contract Without Formal Bidding Or Advertising, For The Purchase Of A Used 2003 Mercury Sable Motor Vehicle To Be Used By The Department Of Public Safety, Division Of Fire, And Declaring An Emergency. Bell stated this was reviewed by the safety committee and was recommended for passage. This ordinance is to purchase a new 2003 Mercury Sable motor vehicle for the Fire Chief for public safety.
Bell motioned to suspend the rules. Keller seconded. Roll call. Rules are suspended. Bell motioned for passage. Bensonhaver seconded. Roll call.
Ordinance passes and was assigned #09-63-2006

Resolution Accepting The Amounts And Rates As Determined By The Budget Commission And Authorizing The Necessary Tax Levies And Certifying Them To The County Auditor. Keller stated this was reviewed by the finance committee and was recommended for passage. This is part of the 2007 budget process; this is requesting a 4.00 mil from the city to the county auditor office.
Keller motioned to suspend the rules. Canan seconded. Roll call. Rules are suspended.
Keller motioned for passage. Bensonhaver seconded. Roll call. Ordinance passes and was assigned #09-64-2006.




An Ordinance Amending The Annual Appropriation Ordinance In The General Fund 101, The Cable TV Fund 211, The Capital Improvement Fund 306, And The Public Safety Building Fund 335 Of The City Of Circleville
Keller stated this was reviewed by the finance committee and was recommended for passage. This is a housekeeping ordinance for department heads.
Bensonhaver seconded. Roll call. Rules re suspended. Keller motioned for passage.
Bensonhaver seconded. Roll call. Ordinance passes and was assigned #09-65-2006.

UNDER NEW BUSINESS
Martin Jenkins, Organizational Resources Group
Mr. Jenkins stated that council members and Mayor Jean Droste came together to set priorities on how to move forward within the community. Some of the priories:
•     Effective commitment of the resources,
•     Increase the public safety services,
•     Unite efforts with city government
•     Adopt a long range finance plan into the context to move forward on the priority we decide for the community.

Julie Van Winkle, Director, Great Ohio Bicycle Adventure - GOBA
Ms. Van Winkle stated how the bicyclists were impressed with their visit they much appreciated city council involvement with GOBA. City members and Berger Health System were given recognition and plaques for their participation.

Bangert motioned to adjourn the meeting at 9:06 pm Martin seconded. Motioned carried.
