August 15, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on Tuesday, August 15 at 8:00 P.M.
The following members were present: David M. Crawford, President; Bruce Bell, At Large; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First; Ward Barry Keller, Second Ward, Anne Bella Canan, Third Ward and Linda M. Chancey, Clerk.
Absent: Bill Bangert, Fourth Ward

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of August 1, 2006 are filed as recorded.

Dorcas Morrow, Administrative Assistant to Building Dept., addressed council on the first reading of the pay raise ordinance to full time employees.

Jamie Osborne, Lieutenant for the Circleville Fire Department, representing the Circleville Fire Department and the IOFF Local 1232 addressed council members on the need for additional personnel for the safety forces.

A memo, dated August 2, 2006, from the Mayor’s office was read stating that Louis McFarland, Director of Public Service and William Mosher, Chairman of the Planning and Zoning Commission to the city are appointed to the Circleville Township Joint Planning Board beginning August 1, 2006.

A notice dated August 15, from the city Auditor was read stating that council members has received the expense reports for the month ending July 31, 2006 in their weekend packets.
Canan motioned to accept the correspondence and to place them on file. Motioned carried.

An Ordinance Fixing Pay Rates And Benefits For Job Classifications Within Certain Classified Supervisory Employee Positions. Keller stated this pay ordinance was reviewed by the finance committee meeting on July 25, 2006. It reflects a 5 % increase, retroactive to January 1, 2006. This is identical to the ordinance that was amended and passed by council and then vetoed by the Mayor. The mayor reintroduced this ordinance again to the finance committee on July 25, and then forwarded to council for consideration.
Bensonhaver stated this affects 7 of the city employees and they could be receiving the same insurance rates as other city employees. It would be unfair to pass this ordinance without the amendment.
Bensonhaver motioned to amend Section 4, to say “7.5% to 5% and 15% to 10%.” Canan seconded. Roll call. Yeas 3 (Bensonhaver, Canan, Martin)
Nays (Bell, Keller, Klitzka)
Amendment - does not pass, not a majority.
Keller motioned to suspend the rules. Bell seconded. Roll call.
Yeas- 5 (Bensonhaver, Canan, Keller, Klitzka, Bell) Nays - 1 (Martin)
Ordinance will be held for a second reading on September 5, 2006

Bensonhaver motioned to excuse council member Bill Bangert from council meeting. Canan seconded. Motioned carried.

Martin motioned to adjourn the meeting at 8:24 pm. Canan seconded. Motioned carried.
