May 16, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on Tuesday, May 16 at 8:00 P.M.
The following members were present: David M. Crawford, President; Bruce Bell, At Large; Bob Bensonhaver, At Large; David Martin, At Large; Barry Keller, Second Ward, Anne Bella Canan, Third Ward Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk.
Absent: Tom Klitzka, First Ward.

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of May 2, 2006 are filed as recorded.

Crawford stated that there were two public hearings prior to council meeting. The first public hearing was at 7:00 pm which related to changes in the zoning code. The second public hearing was held at 7:15 pm concerning the property located at Moats Drive to be rezone to CF Community Facility. Both ordinances was referred to the judicial committee meeting for further discussion.

The City Auditor stated the expense reports ending April 30th were in council weekend packets.

A notice from the mayor’s office dated May 3, 2006 was read, stating the re-appointment of Hewitt Harmount to the Pickaway County Regional Planning Commission for a three year term and the appointment of Dr. Vernon Bolender to the Berger Hospital Board of Governors.
Martin motioned to accept the correspondence and to place it on file. Bensonhaver seconded. Motion carried.

ORDINANCE FOR FIRST READING
A Resolution Authorizing Mission Youth To Utilize Picnic Avenue Located In Ted Lewis Park Between Ted Lewis Drive And Rosewood Ave On Saturday, July 22, 2006 For The Purpose Of My Fest. Bensonhaver stated this was reviewed by the judicial committee and was recommended for passage. This is an annual ordinance for a festival that the Mission Youth has been having for the last six years. Bensonhaver motioned to suspend the rules. Canan seconded. Roll call. Rules are suspended. Bensonhaver motioned for adoption. Martin seconded. Roll call.
Resolution is a adopted and was assigned #05-34-2006

NEW BUSINESS
Keller motioned to accept the appointment of Dr. Vernon Bolender to the Berger Hospital Board of Governors for a four year term beginning June 1, 2006. Bell seconded. Motioned carried.

Bell motioned to excuse Tom Klitzka from council meeting. Bensonhaver seconded. Motion carried.

Bensonhaver motioned to go into executive session for pending legislation. Present at the meeting would be the Mayor, Law Director, City Auditor, Police Chief Wayne Gray and Council members. Martin seconded. Roll call. Motioned carried.

Council reconvened into regular session and the meeting was adjourned by Bangert
