March 21, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on Tuesday, March 7 at 8:00 P.M. The following members were present: David M. Crawford, President; Bruce Bell, At Large; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First Ward; Barry Keller, Second Ward, Anne Bella Canan, Third Ward; Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk.

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. A moment of silence was offered to the family of the Gene Long, Pickaway County Prosecuting Attorney who passed away yesterday. Council minutes of March 7, 2006 are filed as recorded.

Crawford stated a Committee of the Whole work session meeting is scheduled for 8:00 am on Saturday, August 26, 2006 at Deer Creek Lodge.

The City Auditor stated that council has received the expense report for the month ending February 28, 2006.

Keller motioned to go into executive session at 8:17 pm for the purpose of contract negotiations with the Police Union. Included in the meeting will be Marc Fishel, City Attorney, Teresa Cramer, Human Resources, mayor, law director, city auditor. and council members. Klitzka seconded. Roll call. Motion carried.
Canan motioned to come back into regular council session at 8:47 pm. Martin seconded.

ORDINANCES FOR SECOND READING
An Ordinance Prohibiting The Use Of Live Animals As Prizes. Bensonhaver stated this was reviewed by the judicial committee and was recommended for passage. This is guidelines and definitions for the use as live animals as prizes at the Pumpkin show and Pickaway County fair. Bensonhaver motioned to suspend the rules. Bell seconded. Roll call. Rules are suspended. Bensonhaver motioned for passage. Canan second. Roll call.
Ordinance passes and was assigned # 03-13-2006.

A Resolution Authorizing Pumpkin Show, INC. To Operate The Annual “Pumpkin Show” On Various Streets And Sidewalks Of The City Of Circleville, Ohio. Bensonhaver stated this was reviewed by the judicial committee and was recommended for passage. This ordinance allows Pumpkin Show to use the city’s sidewalks.
Bensonhaver motioned to suspend the rules. Martin seconded. Roll call. Rules are suspended.
Bensonhaver motioned for adoption. Klitzka seconded. Roll call. (1 - Abstain – Keller) 6 Yeas – (Klitzka, Martin, Bangert, Bell, Bensonhaver and Canan). Resolution passes and was assigned # 03-14-2006.

An Ordinance Authorizing The Director Of Public Service To Advertise For Bids And Enter Into A Contract For Janitorial Services For The Police And Court Building, City Administration Building, Utility Office And City Hall. Martin stated this was reviewed by the service committee with a recommendation for passage. This is to advertise for bids for janitorial services in the city’s buildings.
Martin motioned to suspend the rules. Bensonhaver seconded. Roll call. Rules are suspended. Martin motioned for passage. Klitzka seconded. Roll call. Ordinance passes and was assigned # 03-15-2006

An Ordinance Authorizing The Director Of Public Service To Advertise For Bids And Enter Into A Contract With The Best Bidder To Supply Highway Salt For The Department Of Public Service Or To Purchase The Salt Through The State Coop Purchasing Program, Whichever Is The Most Lucrative Purchase.
Martin stated this was reviewed by the service committee with a recommendation for passage. This is a routine ordinance to purchase salt for the city’s streets. Martin motioned to suspend the rules. Bensonhaver seconded.
Roll call. Rules are suspended. Martin motioned for passage. Bensonhaver seconded. Roll call.
Ordinance passes and was assigned # 03-16-2006

An Ordinance Authorizing The Director Of Public Service To Advertise For Bids And Enter Into A Contract For Mowing At Barthelmas, Garden Parkway, Ted Lewis, Smith, And St Rt. 188 And Pontius Road Parks And The High Street Cemetery. Martin stated this was reviewed by the service committee with a recommendation for passage. This is to advertise for bids and enter into a 2-year contract for mowing of the city’s parks.
Martin motioned to suspend the rules. Bensonhaver seconded. Roll call. Rules are suspended.
Martin motioned for passage. Klitzka seconded. Roll call. Ordinance passes and was assigned # 03-17-2006

Ordnance Authorizing The Director Public Service To Contract For Professional Services, Advertise For Bids Or Utilize The State Coop Purchasing Program For The 2006 Street, Utility And Traffic Signal Improvement And Maintenance Program. Martin stated this was reviewed by the service committee and was recommended for passage. This is to advertise for bids for the 2006 street, utility and signal improvement and maintenance program. Martin motioned to suspend the rules. Bangert seconded. Roll call. Rules are suspended.
Martin motioned for passage. Canan seconded. Roll call. Ordinance passes and was assigned # 03-18-2006.

Bangert motioned to adjourn the meeting at 8:59 pm. Martin seconded. Motioned carried.
