Council Minutes
March 7, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on Tuesday, March 7 at 8:00 P.M. The following members were present: David M. Crawford, President; Bob Bensonhaver, At Large; David Martin, At Large; Tom Klitzka, First Ward; Anne Bella Canan, Third Ward; Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk.
Absent: Bruce Bell, At Large and Barry Keller, Second Ward

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered. Council minutes of February 21, 2006 were filed as recorded.

A memo from the mayor’s office, dated March 6, 2006 was read, advising council of the following appointments:
Re-appointment of Tom Cooper to Historic District Review Board. Re-appointment of Bruce Cook to Cablevision Commission. Re-appointment of John Howley to Cablevision Commission. Re-appointment of Kevin Keaton to Ted Lewis Park Board.
Martin motioned to accept the correspondences and place them on file. Bensonhaver seconded. Motioned carried.

ORDINANCES FOR FIRST READING
An Ordinance Prohibiting The Use Of Live Animals As Prizes. Bensonhaver stated this was reviewed by the judicial committee. Bensonhaver motioned to hold for a second reading. Martin seconded. Roll call. Motioned carried. Ordinance will be held for a second reading on March 21st.

A Resolution Authorizing Pumpkin Show, INC. To Operate The Annual “Pumpkin Show” On Various Streets And Sidewalks Of The City Of Circleville, Ohio. Bensonhaver stated this was reviewed by the judicial committee. Bensonhaver motioned to hold for a second reading. Bangert seconded. Roll call. Motioned carried.
Resolution will be held for a second reading on March 21st

An Ordinance Authorizing The Director Of Public Service To Advertise For Bids And Enter Into A Contract For Janitorial Services For The Police And Court Building, City Administration Building, Utility Office And City Hall. Martin stated this was reviewed by the service committee with a recommendation for passage. This is a routine ordinance for janitorial services. Martin motioned to hold for a second reading. Canan seconded. Roll call. Motioned carried. Ordinance will be held for a second reading on March 21st.

An Ordinance Authorizing The Director Of Public Service To Advertise For Bids And Enter Into A Contract With The Best Bidder To Supply Highway Salt For The Department Of Public Service Or To Purchase The Salt Through The State Coop Purchasing Program, Whichever Is The Most Lucrative Purchase.
Martin stated this was reviewed by the service committee with a recommendation for passage. This is a routine ordinance for the purchase of salt for the city. Martin motioned to hold for a second reading. Bangert seconded. Roll call. Motioned carried. Ordinance will be held for a second reading on March 21st

An Ordinance Authorizing The Director Of Public Service To Advertise For Bids And Enter Into A Contract For Mowing At Barthelmas, Garden Parkway, Ted Lewis, Smith, And St Rt. 188 And Pontius Road Parks And The High Street Cemetery. Martin stated this was reviewed by the service committee with a recommendation for passage. This is a routine ordinance for mowing of the city’s parks. This is a two- year contract.
Martin motioned to hold for a second reading. Klitzka seconded. Roll call. Motioned carried.
Ordinance will be held for a second reading on March 21st

Ordnance Authorizing The Director Public Service To Contract For Professional Services, Advertise For Bids Or Utilize The State Coop Purchasing Program For The 2006 Street, Utility And Traffic Signal Improvement And Maintenance Program. Martin stated this was reviewed by the service committee with a recommendation for passage. This is to advertise for bids for utility and traffic signal and maintenance improvements.
Martin motioned to hold for a second reading. Bensonhaver seconded. Roll call. Motioned carried.
Ordinance will be held for a second reading on March 21st

UNDER NEW BUSINESS
Bensonhaver motioned to excuse Bruce Bell from tonight’s council meeting. Motioned carried.
Bensonhaver motioned to excuse Barry Keller from tonight’s council meeting. Motioned carried.

Bangert motioned to adjourn the meeting at 8:14 pm. Martin seconded. Motioned carried.
