Council Minutes
February 7, 2006

Circleville City Council convened in Council Chambers, City Hall, 127 South Court Street, Circleville, Ohio, on Tuesday, February 7 at 8:00 P.M. The following members were present: David M. Crawford, President; Bruce Bell, At Large ;Bob Bensonhaver, At Large; Tom Klitzka, First Ward; Barry Keller, Second Ward; Anne Bella Canan, Third Ward; Bill Bangert, Fourth Ward and Linda M. Chancey, Clerk.
Absent: David Martin.

Crawford called the meeting to order at 8:00 p.m. The Pledge of Allegiance was recited and prayer was offered by Nathan Caplan, Eagle Scout Troop 55. Council minutes of January 17, 2006 were filed as corrected.

A memo from the mayor’s office dated February 2, 2006 was read, appointing Richard Gerhardt to serve a 3-year term beginning 2/1/06 on the Circleville Civil Service Commission.
•     Bruce Cook – Cablevision Committee, 3-year term expires 1/1/09
•     John Stout - Cablevision Committee, 3-year term expires 1/1/09
•     Marsha Griebel-Graham – Historic District Review Board, 3-year term expires 3/30/09
Bell motioned to accept the correspondences and to place them on file. Bensonhaver seconded. All Yeas.

The City Auditor announced that the expenditure reports ending January 31, 2006 were on council’s desks.

ORDINANCES FOR SECOND READING
An Ordinance Authorizing The Mayor Of The City Of Circleville To Enter Into An Annexation Agreement Between The City Of Circleville, Ohio And The Board Of Township Trustees Of Circleville Township, Pickaway County, Ohio , Pursuant To Section 709.192 Of The Revised Code. Canan stated this was reviewed by the Long Range committee. This is a comprehensive plan that will be beneficial for the city. The 1,750 acres of land would be available for commercial economic development.
Canan motioned to hold for a third reading. Bangert seconded. Roll call. Motioned carried.
Ordinance will be held for a third reading on February 21, 2006

An Ordinance Authorizing The Fire Chief To Enter Into A Contract To Purchase Mobilems Data Collection System Software For EMS Administrative And State Reporting And Obviating Formal Bidding And Advertising. Canan stated this was reviewed by the Long Range committee. This ordinance is for the fire department to purchase Mobilems data collection software for use by the city’s EMS department.
Canan motioned to suspend the rules. Klitzka seconded. Roll call. Rules are suspended.
Canan motioned for passage. Bell seconded. Roll call. Ordinance passes and was assigned # 02-08-2006.

ORDINANCES FOR FIRST READING
An Ordinance Authorizing A Master Equipment Lease-Purchase Agreement Among Key Government Finance, INC. And The City Of Circleville, Ohio For The Financing Of The Acquisition, Equipping, Furnishing, And Installation Of Certain Communication And Technology Equipment: Authorizing Acquisition Exhibit A Under The Agreement For The Acquisition Of Certain Equipment: Authorizing An Escrow Agreement Among Key Government Finance, INC., City Of Circleville, Ohio, And Key Bank National Association; And Authorizing Other Documents In Connection With Such Transaction And Declaring An Emergency. Keller stated that this was reviewed by the finance committee and was recommended for passage. This is the financing portion for the Voice over IP the city is proposing. This will replace the Verzion phone lines and then the lines will be connecting one network. The amount is not to exceed $218,000.
Keller motioned to suspend the rules. Bensonhaver seconded. Roll call. Rules are suspended.
Keller motioned for passage. Bensonhaver seconded. Roll call. Ordinance passes and was assigned #02-09-2006.

An Ordinance Amending Ordinance 01-01-2006 And Adopting The Annual Appropriation Measure Based On The Amended Certificate. Keller stated the finance committee reviewed this and it was recommended for passage. This housekeeping ordinance brings the 2006 budget in line with the yearend numbers for 2005.
Keller motioned to suspend the rules. Bensonhaver seconded. Roll call. Rules are suspended.
Keller motioned for passage. Bell seconded. Roll call. Ordinance passes and was assigned # 02-10-2006.

NEW BUSINESS
Bensonhaver motioned to excuse council member David Martin. Bell seconded. Motion carried.

Bangert motioned to adjourn the meeting at 8:23 pm. Bell seconded. Motion carried.
